Call for Tenders: Social Policy Report on Decongregation in Ireland

The National Advocacy Service for People with Disabilities (NAS) invites tenders from suitably qualified and experienced social policy writers/researchers to undertake the development of a comprehensive social policy report on decongregation in Ireland.

The report will critically examine the current status of decongregation, with a particular focus on the lived experiences and quality of life of people with disabilities who continue to live, or have lived, in congregated settings. Central to this work is a human rights framework grounded in Article 19 of the UN Convention on the Rights of Persons with Disabilities (UNCRPD).

A core objective of the report is to ensure that national and international policy analysis is meaningfully underpinned by the lived experience of rights holders. The successful tenderer will work closely with NAS advocates to draw on advocacy case examples and lived experience insights that illustrate how policy is implemented in practice and where gaps, barriers, or rights concerns arise.

The final report will provide clear, accessible analysis and practical, policy-focused recommendations to inform advocacy, policy development, and system reform.

  • Project timeline: Commencing Q1 2026, with final report due by June 2026
  • Maximum budget: €5,092 (inclusive of VAT)
  • Target applicants: Individuals or organisations with demonstrated expertise in social policy research, disability, human rights, and collaborative working
